If you are in the UK and you are fed up with the DVLA and all its minions, you might be interested this petition which is being organised by Keith B.  His complaint is that the rules and regulations regarding the registration of a car post-SVA are open to local interpretation, causing variations in the approach, which in turn result in incorrect decisions and delays.  There's more information on the petition page.
